Following the Council Regulation (EU) 2024/1745 and the Royal Decree* adopted in Belgium on 28 February 2025, Fluxys LNG has implemented new processes to ensure compliancy with the new regulations at the Zeebrugge LNG Terminal.

In that framework, some adaptations were made to the Electronic Data Platform to help Terminal Users follow up their ‘Russian or Unidentified LNG’ and ‘Non-Russian LNG’ sub inventories: 

• Private – Gas In Storage (report amended) 
• Private – Gas In Storage forecast (report amended) 
• Private – LNG Origin Report (new report) 
• Private – LNG Origin Priority Form (new link)

Your automatic downloads will continue to work with previously existing data. However, additional information on ‘Russian or Unidentified LNG’ and ‘Non-Russian LNG’ sub inventories are provided in the xml should you want to use them.

• Fluxys Belgium: EDP (Storage section/Flow data): In order to provide clients a clear view on the filling levels and booked capacities, three new columns have been added on the Inventories Storage Report: (i) Technical max capacity shows the maximum subscribed capacity of the last 10 years; (ii) SBU max which shows the total volume that has been sold with SBUs and (iii) the Booked storage capacity that gives the total booked capacity (SBUs + additional volume) for a specific year.
• Single Sign-on: As of January 31, 2024, the transition to Single Sign-On (SSO) has been successfully completed. This means that you can now access all applications seamlessly with a single username and password. API Users will also have to migrate to the SSO framework. As from the summer 2024, the old way of authenticating will no longer work for API use, so please do the necessary before this date so that your processes do not run into problems.

• TLS 1.2 (Transport Layer Security):   As from 19 February 2020 , Fluxys Belgium will only allow communication through the TLS1.2 protocol that provides privacy and data integrity. Communication with older versions of the TLS protocol (TLS1.1, TLS1.0, SSL) will no longer be supported. All the exchanged data and messages will be impacted. • Domestic Exit Point à Domestic Point :  As from 18 March 2020 the designation of ‘Domestic Exit Point’ will be changed to ‘Domestic Point’, as Fluxys Belgium also offers the possibility not only to consume gas (exit) but also to inject green gas into its grid (entry). In case you use this designation as a reference when retrieving data, this call should also be adapted accordingly.
• VIP BENE :  As from 1 April 2020,  Fluxys Belgium and GTS will introduce a Virtual Interconnection Point (VIP), named VIP-BENE, between ZTP-H and TTF. This VIP will combine the interconnection points Zelzate 1, Zandvliet H and ‘s Gravenvoeren. From 1 April 2020 onwards, all market activities, such as capacity booking, nominations, allocations or invoicing, will be operated on the VIP. More detailed information can be found here .  

• New layout of the Allocation Details : Since there have recently been some main evolutions (suspension of the scheduling fees, the creation of production units,... ), we have developed new allocation details to reflect better the current situation. Allocation details relating to delivery months from April onwards will be drawn up in the new format. Allocation Details relating to delivery months March and before will remain in the old format, even if they are generated after 1 April. This change will have an impact on both the manual and the automatic download.  More information can be found here.

In order to maintain an appropriate level of services to our clients, the implementation of the following important changes on our ICT infrastructure is planned:

• TLS 1.2 (Transport Layer Security):  As from Februari 19^th 2020, Fluxys Belgium will only allow communication through the TLS 1.2 protocol that provides privacy and data integrity. Communication with older versions of the TLS protocol (TLS1.1, TLS1.0, SSL) will no longer be supported. All the exchanged data and messages will be impacted. • Invoice XML and invoice detail XML:  The new regulated tariffs for Fluxys Belgium will be in force as from January 1^st 2020. Therefore the invoice XML and invoice detail XML have been adapted (manual download). Changes consist of new CustomerProductCodes, as well as changes to the components in the price formulas (e.g. introduction of the NYM – Non-Yearly Multiplier). We also used the opportunity to simplify the scaling of quantities and unit prices to the concerned period.  The first invoices drawn up according to this new structure will be published on January 10^th 2020. More detailed information can be found in the document ‘Product Sheet Transmission Tariffs 2020’.

Use the new standard securised token based authentication for your automatic downloads on EDP.

If you have not switched over yet, and to ensure that your internal processes will continue to run smoothly, please undertake the necessary steps to inform the right people within your company to implement the change by 22/05/2019.

Please be also aware that metering data based on the old codification, will no longer be available via automatic downloads.

Important Remarks :  

• Manual downloads based on the Old Metering Codification will also be removed soon, as this codification isn’t supported anymore since early 2018. More info concerning the current Metering Codification can be found here

• For Terminalling not all downloads via the old method (URL) were converted to the new securised token based method. For more information, please contact your commercial colleagues who are responsible for Terminalling, with whom this has been mutually agreed.

o   Invoicing/Invoices : Due to the implementation of the Belux project, new customer product codes are defined. A document with all customer product codes, used in the invoice appendix xml, are available at http://www.fluxys.com/belgium/en/Services/Transmission/BeluxStarterKit/BeluxModel_ .

o   Capacities & Contracts/Portfolio/ Booked capacities on interconnection and domestic exit points (download) : In the Transmission Portfolio Services, the Service Periods are split in GasDays and Hour Numbers for the fields ‘ValidFrom’ and ‘ValidTo’.  Additionally three Transmission Service Types are added: QualityConversionHighToLowBase, QualityConversionHighToLowPeak and QualityConversionHighToLowSeasonal.

In order to maintain an appropriate level of services, we will perform a maintenance intervention on our ICT infrastructure on Wednesday 28 October 2015 from 05:00 until 08:00

As a consequence, nominations, Ball, Gis and IMBNOT messages will be impacted.

- In the framework of the BeLux project applicable as from gasday 1/10/2015:

•  https://gasdata.fluxys.com (the current Electronic Data Platform) will only contain Fluxys operational data on the Belgian territory

• https://gasdata.balancing.fluxys.com (new Electronic Data Platform) will contain all operational data concerning balancing on the BeLux territory.

Creos Luxembourg will also have an Electronic Data Platform https://gasdata.creos.lu which will contain all Creos operational data on the Luxemburg territory.

- In the section Transmission, Storage & LNG terminalling:

Metering : As from October 1^st 2015, the pressures published will be expressed in bara (absolute pressure) and no longer in barg (gauge pressure). Pressures published referring to a period before this date will remain in barg  will also be expressed in bara.

- In the section Transmission :

 Invoicing/Invoices : Fluxys Belgium is legally required to mention the Shortfall sales and Excess purchases on separate invoices. In this context, a self-billing COM invoice will be issued as from 01/11/2015 for the Excess purchases performed by Fluxys.

We remind you that in the framework of the BeLux market integration project (01/10/2015), the following Electronic Data Platforms Test Environment has been made available to you in order for you to test your IT developments :

The next availability period of 18/8 - 2/9 (possible downtime between 15h - 17h) will be extended with an additional week.

However during this additional period of 3/9 – 9/9 and due to other deployments, these environments might be slightly instable; we therefore recommend you to proceed with testing as soon as possible as from the 18/8.

Capacities & Contracts : As from now on it is possible to consult capacities for the next 15 years (instead of 18 months) under the tab ‘Capacities on Interconnection Points ‘. (Attention, the download can only be done for blocks of 2 years.). The separate tab ‘Longterm Capacities’ will therefore be removed.

In the section Transmission, Storage & LNG terminalling :
In accordance with the REMIT requirements for publishing inside information, a section “REMIT messages” is added for publishing, amongst others, information relating to outages impacting the capacities for Transmission, the storage facility of Loenhout or the LNG Terminal of Zeebrugge.
