Recalculation of allocated quantities of GH10 to GH16 - Gasday 02/10/17

Due to a technical issue, the allocated quantities sent in the ALOCAT messages for GH10 to GH16 were erroneous.

As a consequence, these quantities have been recalculated at 23h10CET. All allocation messages as from GH10 have been resent.
